This is the "mastodon flower", "marsh fleabane" or "clustered marsh ragwort", a tall robust plant
which often appears with fireweed in burn areas.  It also shows up on overburden piles after an
area of permafrost has been mined. All photos were taken in early July. This species is now
T. palustris according to ITIS, GBIF and FNA.
